The Voting System Performance Rating effort began in November 2004 with the vision laid out in our Communications of the ACM Article. VSPR does two core things:
- VSPR Working Groups attack and address specific technical problems related to the assessment and rating methods for voting systems.
- VSPR Council Groups elect the VSPR Executive Committee and elect Area Directors to create and oversee Working Groups. By virtue of their broad-based membership, Council Groups also have the ability to vote on Working Groups standards-track RFRs and thereby to issue standards.
